A persistent and alarming example of the stagnation in school reform is the alarming rates of student reading proficiency. Current data reveals that only 32% of fourth graders in the United States reach reading proficiency, a statistic mirrored by a global rate of approximately 30% (Institute of Education Sciences, 2022; McKinsey and Company, 2024; The World Bank, 2022). These figures predate the COVID-19 pandemic, which further diminished students’ learning environments, leading to a broader spectrum of educational deprivation. Before the pandemic, a staggering 66% of American fourth graders and 57% of fourth graders globally were unable to read at grade level—figures that only worsened during and after the pandemic.
